NORTH ATTLEBORO — March 15, 2022 — North Attleborough Conservation Commission closes four hearings and issues three orders in one night. The commission voted unanimously to approve orders of conditions for a proposed in-ground pool at 15 Sparrow Circle and for a new home project at Zero Cushman Road, Tuesday, March 15, with one abstention recorded on the Cushman Road vote. The Zero Cushman Road order — for applicant Robert Thomas — carries notable special conditions requiring permanent wetland boundary markers at the approved limit of work, a final as-built plan, removal of Japanese knotweed and Oriental bittersweet during site stabilization, and a fact sheet on invasive species to be provided to future homeowners at the certificate-of-compliance stage. Chair Kimberly Ciaramicoli argued the deed-recorded condition would provide a durable chain of notice: "Even if it's not a direct handing off of those documents, at least having it referenced, they'll know through that special condition." The commission also issued an order of resource area delineation for 582 Kelley Boulevard — confirming LEC Environmental Consultants' on-site wetland flags from a January 12, 2022 plan while explicitly declining to confirm off-site boundary flagging done by a prior consultant — and approved a partial certificate of compliance for Lot 141 at 1255 South Washington Street.
