Town Council blocks stipend plan for appointed boards on narrow vote

NORTH ATTLEBORO — Town Council rejects $65,000 stipend program for appointed board members. The measure, which would have provided inaugural compensation at $50 per meeting for board-elected chairs and $40 for other members beginning in FY27, failed on a 5-3 vote requiring a two-thirds majority. Vice President Keith Lapointe and Councilor Andrea Slobogan opposed reinstatement, citing concerns about paying volunteers, while Councilors Laura Wagner, Dan Donovan, John Simmons, and John Costello backed the plan as a way to remove financial barriers to participation.

The council unanimously approved a $789,095.56 transfer to cover the FY2026 snow and ice deficit and extended the Harpers Payroll Services contract through FY2027.
