North Attleborough Council paused Flock license plate reader data collection pending surveillance rules. After hearing from 20 residents and expert testimony from the ACLU and Flock Group, Inc., the Town Council voted unanimously to pause collection and sharing of all ALPR data until oversight measures were developed by the Bylaw Committee and Massachusetts State Legislature. In a second unanimous vote, the Council referred to the Bylaw Sub-Committee development of a surveillance governance framework.
Residents raised concerns about privacy, data sharing, cybersecurity vulnerabilities, and AI error rates (7 percent cited), while others emphasized the system's value for solving crimes. The Council also approved $2,433.97 in overdue firefighter insurance payments and $7,250 for North TV production equipment.
