Bylaw Subcommittee advances Multi-Use Overlay Zoning study with revisions

NORTH ATTLEBORO — The North Attleborough Town Council Bylaw Subcommittee advanced a Multi-Use Overlay District zoning amendment, directing staff to strengthen development standards and refine affordable housing language before full Council consideration. Subcommittee Chair Dan Donovan and members John Simmons, Laura Wagner, Ryan Benharris, and John Donohue voted unanimously to continue Measure 2026-046 to their March 5 meeting; the measure would create five overlay zones permitting mixed-use development including retail, office, residential, and life sciences uses. Town Manager Michael Borg outlined potential timelines with a Planning Board hearing as early as March 19, first Council reading March 23, and possible final vote April 13.
The subcommittee also approved prohibiting Adult Entertainment businesses within all MXO zones and instructed the Planning Board to rewrite affordable housing requirements to define unit thresholds, required percentages, and safe harbor status triggers.
