Bylaw Sub-Committee approves brownfield tax abatement measure for full Council.

NORTH ATTLEBORO — The North Attleborough Town Council Bylaw Sub-Committee unanimously approved Measure 2026-041, establishing a brownfield tax abatement program under Massachusetts General Law Chapter 59, Section 59A. Sub-Committee Chair Dan Donovan and Town Manager Michael Borg reviewed the proposed bylaw and application agreement. John Simmons secured a procedural amendment to Section 6(b)(i) requiring the Town Council to act "pursuant to the Town Council rules and the assistance of the relevant subcommittees" when reviewing agreements.
The sub-committee approved the December 4, 2025 minutes unanimously and sent the measure to the full Town Council with a positive recommendation. Measure 2026-042, which would modernize the town's backyard chicken ordinance to permit residential poultry with public-health safeguards, was continued to January 21, 2026.
